Rapporteur for India’s Metaverse Technical Report
By Kuldeep Singh
- 4 minutes read - 648 wordsRecently, I had the privilege of contributing as a Rapporteur to a technical report on the Metaverse, produced by the Telecommunication Engineering Centre (TEC), Department of Telecommunications, Government of India, in collaboration with XTIC, IIT Madras.
It was an honour to be part of the Metaverse Working Group of India, working alongside distinguished leaders and experts from industry, academia, and government.

What made this experience particularly meaningful for me was seeing an idea I have advocated for years come to life: the evolution of emerging technologies cannot happen in isolation. It requires meaningful collaboration between industry, academia, government, and the wider technology community.
This is also one of the themes I explored in my book 📕 Exploring the Metaverse—that
the future of the Metaverse will not be defined by technology alone. It will be shaped by how we collectively build the ecosystem around it.
The Report
The report takes a comprehensive look at the Metaverse—from its definition and evolution to its architecture, technologies, applications, challenges, and standards.
It explores how the Metaverse is converging with technologies such as:
- Physical AI and Artificial Intelligence
- IoT and connected environments
- Extended Reality (XR)
- Telecommunications and next-generation networks
- Digital twins and immersive experiences
It also looks at the reference architecture for the Metaverse, the role of the telecommunications layer, performance benchmarking, interoperability, standards, challenges, and—most importantly—real-world use cases.
The report is available as part of the TEC document artifacts, and I have also embedded a copy below for easy reference.
I was particularly pleased to contribute perspectives and use cases that I had also explored in my book Exploring the Metaverse. Seeing some of those ideas discussed in a broader national technology and standards forum was both rewarding and humbling.
📕 Exploring the Metaverse
Redefining Reality in the Digital Age
My journey with the Metaverse started well before this report.

“Exploring the Metaverse” is a comprehensive guide to the metaverse, the future state of the internet. Prepare yourself for what’s ahead by understanding the opportunities and challenges of the metaverse. This book calls us to action, emphasizing that its evolution is in our hands. You can find a detailed synopsis of the book here.

A Journey from Ideas to Contribution
For me, this is more than another technical report.
It represents an interesting journey—from learning and exploring an emerging technology, writing about it, experimenting with it, and sharing ideas, to eventually contributing to a broader industry and national-level discussion around its evolution.
Technology progresses when ideas move beyond individual organisations and become part of a larger conversation.
That is why collaboration between industry, academia, government, and the technology community is so important.
TEC & XTIC, IIT Madras organized a workshop on "Exploring the Metaverse: Technologies and Use Cases across verticals" in hybrid mode on 9th June 2026, with over 90 participants both in person and in remote. (1/3) pic.twitter.com/a6mKUbINQj

I am grateful to have been part of that conversation.
Acknowledgments
This opportunity would not have been possible without the guidance and support of Mr. R. S. Singh, Dy. Director General (IoT), TEC, Department of Telecommunications, Ministry of Communications, Government of India, and the dedicated TEC team.
My sincere gratitude also goes to Prof. M. Manivannan and the MIPS community at XTIC, IIT Madras for their encouragement, collaboration, and continued work in advancing technology, policy, and standards.
And to everyone in the Metaverse Working Group who brought their expertise, perspectives, and experiences to the table—thank you for making this a truly collaborative effort.
Technology evolves through innovation. But meaningful progress happens through collaboration.
Keep learning. Keep contributing. Keep sharing.
